Study on application for permission for works and other activities on architectural and archaeological scheduled monuments in the Free State of Bavaria




This study by the ISKD aims to take a closer look at the application process for listed building permits or applications in the federal state of Bavaria (equivalent to Application for Scheduled Monument Consent (SMC)). For this purpose, the websites of 85 Bavarian licensing authorities were analysed. The websites were accessed using search engines and/or the portal of the BLfD (Bayerisches Landesamt für Denkmalpflege = Bavarian State Office for the Preservation of Monuments), based on the map of the Bavarian administrative districts published there.

The analysis was based on various comparative criteria, including the type of forms, the accessibility of additional information, application form instructions, and the presence of further links and articles relevant to the topic.

A total of 104 licensing authorities in Bavaria were examined, of which some sites use the same form structures, which is why the actual number of licensing documents examined can be reduced to 85. On a few websites, no forms are provided, but the Bayern.Portal is linked. Furthermore, reference is made to informal applications. In contrast, independent forms are available, including useful application form instructions. In many cases, neither documents nor instructions on the procedure are provided.

The data collection for the study took place in the period from 01.06. to 01.07.2023. The statistical results were summarised in a table (see PDF file below, language of the study - German).
