Studied architecture, urban planning and urban development in Aachen (RWTH), New York (Columbia University), Rome (La Sapienza) and Berlin (Technical University) and received his diploma and doctorate at RWTH Aachen University.
Prof. Ley worked from 2001 to 2015 in the teaching and research area of urban history, most recently as an academic councilor and lecturer. His research and work has focused on the history, morphology and preservation of urban and cultural landscapes, e.g. in the World Heritage sites Al Balid in Oman, Bamiyantal in Afghanistan, Mohenjo-Daro in Pakistan and the Aachen Cathedral.
From 2010 to 2014, he coordinated the restoration of the historic city wall of Ghazni in Afghanistan.
Prof. Ley has been part of the ICOMOS monitoring group since 2020. His publications includearticles on urban development, urban monument preservation and the history of urban space as well as on other topics from the history of building, historical building research and architectural theory.
He advises various municipal and regional institutions, especiallyin northern Germany, on sustainable and heritage-oriented urban development (Hamburg, Harburg district, Stade district, Lüneburg, Kiel, Lübeck).
